The CHANGE Program is designed to be a community based, not for profit support network for the Sonoma County Animal Control department to call on during horse abuse, abandonment, or neglect cases. The program seeks to provide ancillary support services such as horse transportation, foster housing and care, veterinary work, farrier work, rehab and permanent adoption. Officers can call on the program 24 hours a day to step in and help with horse cases, and provide the funding needed to see to it that these horses get a fighting chance.
clearThe CHANGE Program seeks to do the following:


1. Provide ancillary support services to the Animal Control Department on any horse case that requires assistance including:

  • Temporary Boarding s Food / Bedding s Transportation
  • Farrier support
  • Veterinary Care
  • General horse care volunteer help (daily grooming / medication, etc)
    		•
    2. Raise money for such support services through the following avenues:

  • Coin drives in local businesses
  • Private and public donations
  • Charity events such as a dinner / auction
    		•
    3. Provide adoption services for seized horses including:

  • Locating suitable homes and owners s Intense screening of prospective adoptive owners
  • Long term monitoring / follow-up on cases
    • 4. Provide education modules to Animal Control officers free of charge on subjects including:

  • Standard of Care Practices for Horses s Basic Management and Handling of Horses
  • California Animal Abuse and Abandonment Law s Specialty topics including export law, tripping, rodeos, body condition scoring, and forensic investigation

    The CHANGE Program is young (formed 10/07), but has already filed for California Corporation status as well as Federal Non-Profit 501(c)(3) status.
